We have the skills and expertise around collecting and analysing data to support strategy development. For example, we supported Bury Council prepare their commissioning strategy in relation to support and services for adults with a learning disability.
Options appraisals and cost-benefit analysis
Our Associates are experienced in working with commissioners, service providers, learning disabled people and their families to develop cost effective, sustainable options that deliver good outcomes. We have the skills and experience needed to support commissioners and other stakeholders (as required) in assessing the financial and wider benefits and risks of different options.
Bespoke academic research
We have conducted a variety of bespoke pieces of academic research to support future commissioning. For example, our Associate Laurence Clark led a piece of research into innovative ways to deliver short breaks through personal budgets in Liverpool. In addition, Laurence regularly facilitates literature reviews around best practice to support our work.
Equality Impact Assessments
The Team can either develop systems for equality impact assessments or use templates adopted by the client. For example, when our associates were developing Liverpool’s short breaks strategy we used Liverpool City Council’s existing template to undertake an equality impact assessment on the proposed changes.

We are experienced in working across organisational boundaries and across sectors to assess strategic opportunities, challenges and risks. We work with diverse stakeholder groups to develop coherent, integrated strategic plans.
Working with stakeholders to review key strategic drivers and priorities, including emerging policy and legislation
We support commissioners, providers and other stakeholders to understand current and emerging legislation, policy and strategy, and to develop appropriate responses. We also produce a monthly policy briefing for commissioners and other stakeholders
Reviewing and assessing strategic opportunities and challenges
We understand that the strategy and policy landscape continues to develop and change. Even the best plans, policies and procedures must be regularly reviewed if they are to remain effective. We support agencies in reviewing and assessing strategic opportunities and challenges, or undertake such reviews on their behalf, involving stakeholders as required.
Providing an overview of good practice and relevant developments across the country and outside of the UK
Our research team produce monthly policy briefings including implications for practise. The team has used Appreciative Inquiry with organisations and communities to co-produce a common understanding of best practice and associated guidance.
